Structure Review Committee

Terms of Reference

The Ad Hoc UVAE Structure Committee has been established to review the organizational structure of the Component and to make recommendations regarding: if any locals need to be divided and issued new charters, combined with another local, or any other structural changes required to maintain the good order of the component. The good order of the Component provides for fair representation, effective membership engagement, and provides the most cost-effective means to do so.

PROCESS:

  1. Review the viability of each local of the Component to ensure that they are
    1. Financially solvent in the long term;
      1. Financially solvent is defined as having an income in excess of the monthly operating cost of the local (bank service fees, etc.) that allows the local to not only meet basic operating expenses but also pay for membership engagement and political action activities;
    1. In compliance with the by-laws;
  2. Review the impact of the VAC Governance Change on the Operations of the Component;
  3. To review Policy Statement #10 and recommend appropriate changes;
  4. The Committee will meet when required via Skype teleconference, or in-person during NEO meeting periods;
  5. The current Committee Membership (as of May 8, 2019) shall be:
  1. RVP-Head Office – Jody LaPierre
  2. RVP-Atlantic – Edwin MacDonald
  3. RVP-Ontario – Zarina Khan
  4. RVP-West – Lisa Nelson
  5. National Executive Vice-President – Toufic El-Daher
  1. The Committee will issue a written and verbal status update to each meeting of the National Executive.
  2. The Committee will, at the conclusion of their work, present to the National Executive Officers recommendations regarding the structure of the Component and changes required to ensure that the Component provides fair representation, effective membership engagement, and provides the most cost-effective means to do so.
  3. Should the chair of the committee be absent from the executive meeting, the committee members will decide amongst themselves who will present the report of the committee.
  4. The Quorum of the Committee shall be 50%
