Hello UVAE Members,
Please note that due to the COVID situation and the social distancing in place and the uncertainty as to when we will be able to have face to face gatherings. The National Board of Directors met on April 28, 2020 and passed motions to postpone conventions.
Further to the motions passed by the NBoD, UVAE has postponed our 18th Triennial Convention which was booked for October 2020. Please note that we are working to reschedule our 18th Triennial Convention to the fall of 2021. More details and information will be coming out once we have had an opportunity to work out the logistics of this change.
We know that not all Locals had the chance to hold their AGMs or elect their alternate delegates prior to the hit of the global pandemic. Please note that for those Locals who have already elected their delegate(s)/alternate(s), these will remain in place for the 2021 UVAE 18th Triennial Convention unless the local has their local executive elections coming up in 2021. For those Locals who have not had the opportunity to hold their AGMs to elect their executive or their alternate delegates due to the pandemic, the RVPs and the National Office will work with you when we are able to return to face to face gatherings to get these scheduled.
I have included the communication the NBoD received from the PSAC National President for reference.
On April 28, 2020 the PSAC National Board of Directors passed three motions:
- The 2021 PSAC National Triennial Convention be rescheduled to 2022, and the PSAC Regional Conventions be rescheduled to 2021, on dates that do no overlap with any rescheduled PSAC Component Triennial Conventions.
- Suspension of timelines contained in Local, Branch, DCL, Regional, Area Council, and Component By-Laws regarding the scheduling of Annual General Meetings, Conventions, and the election of delegates to Component and PSAC Conventions until September 1, 2020. If required, this date can be extended by the NBoD.
- Suspension of the timelines contained in the PSAC Constitution concerning timing of Component Conventions, and the election of delegates and submission of resolutions to the PSAC National Triennial Convention.
With the postponement of the Component and Regional Conventions to 2021 and PSAC National Convention to 2022, I was asked to provide the Board with clarification on how such postponement will impact our triennial cycle and mandates of elected officers. I confirmed that:
i. Moving our conventions forward by one year will extend our current cycle and mandate of elected officers by one year.
ii. For elected officers their mandate would be extended until the date of the rescheduled convention election.
iii. Our subsequent cycle will be for two years only; for Components and PSAC Regions, this cycle would be 2021 to 2023 and for PSAC National the cycle would be 2022 to 2024.
iv. In this way, we are able to respect our triennial cycle as directed in the PSAC Constitution. While the Board has the authority to suspend timelines, the Board cannot amend the PSAC Constitution.
As the supreme governing body between PSAC National Triennial Conventions, the NBoD took these actions in response to the COVID-19 pandemic and direction of public health officials. PSAC continues to assess the impact of the pandemic on our union calendar and will keep members apprised of any further changes. We continue to work together to support our members and communities during this challenging time.
