PSAC and Treasury Board have reached a memorandum of understanding to extend deadlines for vacation leave scheduling given the uncertainty that exists due to the COVID-19 pandemic.
MEMORANDUM OF AGREEMENT
BETWEEN
THE PUBLIC SERVICE ALLIANCE OF CANADA
AND
THE TREASURY BOARD SECRETARIAT OF CANADA
WITH RESPECT TO
VACATION LEAVE SCHEDULING
The parties have consulted with respect to Article 34.05 which governs vacation leave scheduling for employees covered by the PA Collective Agreement.
In accordance with Article 34.05 (b)(ii), which provides for departments to alter the dates for submission of leave requests with the agreement of the Alliance, the parties agree given the uncertainty that exists due to the COVID-19 pandemic:
1. To temporarily alter the deadline for the summer leave period provided in paragraph 34.05 (b) (i). The altered deadline for employee submissions will be May 15, 2020, and the Employer’s deadline to respond to such requests is moved to June 1, 2020.
2. To alter the date at which summer leave period requests shall be dealt with on a first (1st) come first (1st) serve basis as provided for in subparagraph 34.05 (b) (vi) from after April 15, 2020 to after May 15, 2020.
3. That notwithstanding the above, employees who wish submit annual leave requests for the first two weeks of June will do so before April 15, and the Employer will make every reasonable effort to respond before May 1st.
4. That this Memorandum of Agreement may be extended by mutual consent depending on the duration of the pandemic.
